  Phil is a recognized national expert in the field of access management. He has over 40 years of experience in policy and program development and in the application of access management strategies to existing corridors. Phil was previously with Parametrix Inc (over 5 yrs) where he focused on corridor studies, access policy development and training. He was previously with the Colorado DOT (28 yrs) where he was the access program administrator with responsibility for the continuing development, implementation, research and daily administration of Colorado's access management program.

  Phil can bring to you a wealth of national and state of the practice information and experience. He has provided consultant services to over 25 states and three counties. He was Chairman for both the 1993 and the 1996 TRB National Conferences on Access Management and the 2005 International Roundabout Conference. He is an Emeritus member of the TRB Committee on Access Management, past chairman of the subcommittee on Outreach and past chairman of the Subcommittee on Research and the subcommittee on Legal and Right-of-way Issues. Phil chaired the national telephone conference on access management - an informal, on-going, conference of DOTs, meeting quarterly by phone from 1991 to 2014 to share information and assist each other in the development and management of access programs. Phil is long time member of the TRB Committee on Eminent Domain and Land Use. He is a member of the TRB Roundabout Committee and acts as the research coordinator.

AWARDS, RECENT PUBLICATIONS

   Co-author, along with Kristine Williams, Vergil Stover, and Karen Dixon, Transportation Research Board, Access Management Manual, Second Edition (December 2014).

   2012, Emeritus appointment by the TRB Executive Committee to the Transportation Research Board Committee on Access Management (a division of the National Academies).

   2011, Award from the 1st International Conference on Access Management in recognition of efforts worldwide, particularly in Greece, to support, train, and implement access management.

   1999, recipient of the "Professional of the Year" Award from the Colorado/Wyoming Section of the Institute of Transportation Engineers.

   1988, Recipient of the Dr. L. I. Hewes Award from the Western Association of State Highway and Transportation Officials in recognition for developing Colorado's access management program.

   Has authored and co-authored many papers and provided numerous presentations and training on access management, roundabouts and related issues at international, national, regional and local conferences since 1984.
