He has over 40 years of experience in policy and program development and in the application of access management strategies to existing corridors. Phil was previously with Parametrix Inc (over 5 yrs) where he focused on corridor studies, access policy development and training. He was previously with the Colorado DOT (28 yrs) where he was the access program administrator with responsibility for the continuing development, implementation, research and daily administration of Colorado's access management program. Phil can bring to you a wealth of national and state of the practice information and experience. He has provided consultant services to over 25 states and three counties. He was Chairman for both the 1993 and the 1996 TRB National Conferences on Access Management and the 2005 International Roundabout Conference. He is an Emeritus member of the TRB Committee on Access Management, past chairman of the subcommittee on Outreach and past chairman of the Subcommittee on Research and the subcommittee on Legal and Right-of-way Issues. Phil chaired the national telephone conference on access management - an informal, on-going, conference of DOTs, meeting quarterly by phone from 1991 to 2014 to share information and assist each other in the development and management of access programs. Phil is long time member of the TRB Committee on Eminent Domain and Land Use. He is a member of the TRB Roundabout Committee and acts as the research coordinator.
